Westminster Council is consulting on a trial to address problems caused by dockless bikes across the city. Using an Experimental Traffic Order (ETO), the Council is consulting on designating a series of previously designated e-scooter bays as dual-use bays, in which both e-scooters and hired dockless bikes can be left.
Dockless bikes and e-scooters offer a great way to get around London. However, as the bikes themselves can be left almost anywhere, they often cause obstructions for pedestrians, blocking the pavement and crossings, creating trip hazards – especially for partially-sighted people and people with reduced mobility.
Two phases of consultation are proposed, with the first phase underway now covering parking places in Zones D, E, F and G. The second phase, covering Zones A, B and C, are expected to be released for consultation in mid-September 2023.
An experimental order means that the Council can monitor the scheme’s operation and, if necessary, suspended or modify it straight away. It is expected to become operational on 29 August 2023 and will continue for a maximum 18 months. After six months the Council will decide whether the scheme should be retained on a permanent basis.
