Receiving BID levy bills by email

Westminster Council, who collect the BID levy on our behalf, have agreed to allow levy payers to receive their BID levy bills by email from the 2024/25 billing period onwards, which commences in March.

The deadline to sign up for e-BID billing for the next financial year is Friday 16 February 2024. Please send an email to westminsterbids@secure.capita.co.uk and supply the reference(s) and the email address to be used.

Already signed up for e-Billing?

If your business is already receiving business rates bills by email and paying business rates by direct debit, you will automatically be added to the new e-BID billing service. The BID levy bill will come to the same email address already registered with Westminster Council for business rates e-billing. You must use the same email address for business rates and BID levy.

Paying business rates by direct debit but not on e-billing?

You can opt in to receiving e-billing for business rates and BID levy. You will then receive electronic bills for both. You cannot opt in to BID e-billing only as the business rates bills are generated by the same system. So if you opt into BID e-billing you are also opting into business rates e-billing, and vice versa.

What if I am not paying business rates by direct debit?

You can still opt into receiving your BID levy bill by email. However if you would like to receive your business rates bill by email you must sign up to pay your business rates by direct debit.

How do I opt in?

Please send an email to westminsterbids@secure.capita.co.uk. and supply the reference(s) and the email address to be used.

What address will e-bills come from?

E-bills will be issued from the following email address westminsterbusinessrates@westminster.gov.uk. Businesses should NOT send messages to this email address as they will not be seen. Businesses may need to “allow” receipt of emails from this address.

Those businesses providing the same email address for more than one BID account (if you occupy several premises or parts of premises) will receive all the BID e-bills issued on the same date together in one single PDF attachment, containing multiple pages. They will not be issued as separate attachments.

Will I need a password to access my bill?

Yes, to open the BID e-bill PDF attachment, you will require a password. The password will be provided to the email account that has been provided for the e-Bills and business rates bills.

Delivery failures will be investigated and either amended or removed from e-billing.

Why can’t I pay the BID levy by direct debit too?

Unfortunately, the government BID regulations prevent BID levy being collected by direct debit. The BID levy is a daily charge, raised annually in advance.
