Retail, hospitality and leisure Business Rate Relief Scheme 2022/2023

The Government announced in autumn 2021 that a 50% discount would be applied to businesses in the retail, hospitality and leisure sectors for 2022/23 business rates. This was repeated by the Chancellor on 23 March in his Spring Statement.

Additional eligibility criteria apply for this discount, firstly a cap on any discount of £110,000 per business (not per property) nationally. This means that shop, hotel and leisure companies with multiple outlets will receive a maximum discount of £110,000 covering all branches registered to the same company.

The second factor is that a discount cannot be applied where this takes the total of grant relief over £343,000 within the last three years. This is known as the Subsidy Control Limit.

Westminster Council has issued business rate bills from 15 March 2022 for the period 2022/23 without the relief shown, as information on what reliefs and grants businesses might have received outside Westminster is not held by the Council. Businesses were therefore sent forms to complete in February, and if they qualify, and are eligible for the relief, a revised bill will be issued.

The Marble Arch London BID Levy

For 2022/23, the Government has set two business rate multipliers: the Small Business Non-Domestic Rate Multiplier of 0.499 and the National Non-Domestic Rate Multiplier of 0.512.

Marble Arch London BID’s levy multiplier is 0.01442, and unlike business rates this is collected and spent locally on direct services for the business community.
